You can get them at pet supply stores.  My sister's dog wears one to keep it from barking, it's very similar to the collars used with invisible fences.  I'm considering purchasing one for when my daughter starts dating :-)

This movie is great!
...Well, not the movie itself, but the soundtrack is a pure spring of inspiration!!
I play in a grind/brutal/death/cartoonish/jazz metal band and we usually play a brutalized cover of the credits track! Does anyone know where can I get a copy of the soundtrack???

Finally got around to watching this.  Kind of like a high school play, but I mean that in a good sense.  A fun little movie.
