the High Inquisitor of bath and wells

ok, I saw about 10-15 Min's of this movie in 96-97, the only thing I remember is the scenery looked like a prison/ mental hospital whit yellow, dirty tiles on the walls and big iron doors. the main character was a chubby woman (age 35ish, brown hair I think  Question) and the scene I remember was when the prison/hospital staff gives here a baby(might have been a doll) and she starts to scream...
