Trying to remember name of a 80's horror film.

  The most memorable part of the movie I can think of is a Killer who has Mannequins around his house and I believe he has mind over matter powers and can move them around, Seems that a Woman was trying to escape and was reaching for a key but at the last moment he moved it just out of reach. I believe I saw it in the late 80's.
