Alien drug dealers?

Hey boys and girls. Love the place, first time poster.

I'm trying to recall a movie where an alien came to earth to produce drugs by using chemicals in our brains and in order to do that he had to inject stuff into a person. He also had this ridiculous disk that was like the blade disk that Predators use. Another alien came, too, to arrest him or something and they both had ridiculous guns which could blow up cars and each other.

Does anyone remember this movie?

If there is 1 movie that deserves a 2-Disc Special Edition DVD...its I COME IN PEACE.
