I'd put a vote in for Alucard in Castlevania: Symphony Of The Night.  He sounds like Bill Walton.

Alrighty then, WTF?!!  Why did all of these companies hire bums off the streets to do voices for these games?!

Also, what the hell was up with number 9?!  It sounded like a robot was talking!

The one from Resident Evil "Jill take this lock pick" always made me cringe.  Its the worst bit of exposition in a game ever.

They missed the Succubus from SOTN, and the drunken argument in Koudelka.

Edit: And Robot Alchemic Drive!  Argh!  Such awful, yet fun, voice acting!

What's his name had just been attacked by the giant snake in the attic.

"Giant snake... in the attic... owwwwww..."

That reading of "owwwwww" is comedy gold!

You know come to think of it, that whole game was just done awfully voice wise.  

Castlevania came up.  I can't recall the game but its the one for PS2.  The shopowner has a rather painful voice.
