After ww2 nazi resistance did it in german cities, decapitating several people. Jeeps were fitted with special vertical bars meant to catch the wires and save the occupants. One of my favorite movie scenes was in "force 10 from navarone" where a nazi commander is hilariously decapitated by a cable across the road as he rides in the back of a truck giving orders.
