Title: Norweigan movie about a jazz band

The film I'm looking for is about a Norweigan jazz band that is very eager to play in the Jazz festival of Molde. In order to be more genuine one of them constantly weast shopepolish in his face to simulate he is black.
An other charakter of the movie is "Søpplekladden" that only is allowed to eat out of the garbage can.
Somewhere halfway through the movie they run out of funds and plays the rest of the movie without any property at all.

I saw this film having a monumental hangover  :drink: somwhere in the early 90-ies on Canal+ in Sweden so the film is propably form the late 80-ies.
Its about 20-years ago so please forgive if my description of the movie deviates from the movie.

There's a Norwegian movie from 1989 whose plot is similar to your description:  Showbiz - eller hvordan bli kjendis på en-to-tre! http://www.imdb.com/title/tt0098323/.  The main character is named "Søplekladden."
