US, made in the early 80's/late 70's.

Sci-fi/apocalyptic but on earth.

Location - based in a science college thats out in rocky terrain & desert.
A time machine has been created and built into the top of the college/lab building, more or less a hatch with a cockpit.  The college is built into the rock.  Hidden.  
Some of the students use it to go get samples etc.  Then people start to get ill due to a side effect as they're also dabbling with nuclear power.  Also makes them infertile.  Various people use it to go into a different time zone because they think they're in danger, mentally unstable because of the sickness etc.  College gets taken over by the military.  People get killed.  The main girl, she's with her sister in the future hiding, but her sister turns psycho, so she climbs into the hatch and comes back to normal time.   She checks out the college, teachers have been shot etc.  Climbs back into the time machine away from normal time because the military are trigger happy, her sisters outside of the hatch trying to get in to kill her a few years ahead, so, she goes waaaaay into the future.
Tired, getting ill, and battered, she climbs out, hails a lift from a car in the future, bit like the one in Sleeper, dome shaped, a chauffer gets out, puts her in the boot, we hear her scream, and the twist to that is, people have now become fuel for cars.   Filmed somewhere rocky, bright, and very sunny.  It was rubbish but I would like to know what it is.

I think it's Idaho Transfer. It's part of a set called the Time Traveller's 4 Movie Set, available from Deep Discount DVD here (http://www.deepdiscountdvd.com/dvd.cfm?itemID=BHV044786). You can check out the IMDB description here (http://www.imdb.com/title/tt0071647/).

And you're right; it is rubbish, but it's not as bad as other movies in that set.

Thanks hugely.  Yeah, this is it.  
Been looking for this since I watched it way back when VCR's first came on the market.
Might've been on betamax too!
Think I'll go hunt me me a copy.
