Title: villian kidnaps people, injects them with goo, keeps mutated beings in cages

This was a great early '90s film. Demented psycho captured innocents, transformed them into freakshow mutants by injecting them with some type of toxic sludge into them. eventually the bad guy gets thrown into his own vat of slime and i believe he explodes, but that is besides the point. I clearly remember a few of the freaks being a dog-man. They all seemed to be held captive in a junk yard like prison. It think there was some type of eyeball surveillance camera as well.

Ah, that would be "Freaked."  Brainless and fun movie to watch with some friends.  I really do need to review this one:

It's definitely "Freaked" alright.

Awesome and fun movie!   :thumbup:
It's been awhile since I've seen it though.

Mr. T was great as the bearded lady.
And wasn't there a man with a sock for a head voiced by Bobcat Goldthwaite?
I also remember Randy Quaid's eyeball guards who carry machine guns.

Bob Cat was the Sock Man and there was a wrench turned hammer or vice a verse a, can't remember it has been awhile.
