Somehow I just can't see how a lawn chair and some balloons would qualify as something that violates air traffic control policy. It'd be like if a little kid put a cardboard box around his skateboard, colored it to look like a car, and scooted down the street. Is that kid guilty of driving without a license? Is he? Haha. The truth is, we are all guilty.
