Title: 70's kung fu film (yeah, I've got no hope >_>)

I don't have high hopes of anyone knowing this since all 70's kung fu movies are the same. It's a typical oldschool Shaw bros style kung fu movie, set ~1800's. But this has been bugging me for a few years now.

The unique things I can remember are the bad guy's fighting style is basically him swinging his arms like a windmil and charging as fast as he can.

The good guy trains to beat this style by breaking oiled bamboo sticks with his fingers.

I've always wanted to track it down just for the hilarious fighting style by the villian.
