I don't know if this one was even in english so it may be a little obscure.

The scene I remember from this animated movie had a man in a tower counting gold coins. He was rubbing one of the coins that had an eagle engraved on it so hard that it came to life and flew away. Probably from at least the early 80s, maybe earlier.

I can remember that exact same thing happening on a cartoon with leprechauns in it, but I don't know what it was called...

I think it was a one off cartoon, not a series.

Yeah, I think it's a movie too.

It's just a scene that's stayed with me since I was a kid. lol i still unconsciously do the same thing to coins.

I don't know, but it sounds a little like a French film from 1953, the English title of which was "Mr. Wonderbird." It was originally in French, but also released in a translated English version, using English actors like Denholm Elliott, Claire Bloom, and Peter Ustinov.

If the film has most of the following . . .

a chimneysweep
a sheepherdess
a evil king
a blind organ grinder
a giant robot
and the hero is a bird

then it is the film I'm thinking of. If not . . .

It still is a film worth checking out (IMHO). As more than fifty years since I last saw it on TV, I still have fond memories of it. I mean this incomplete version. Because of disagreements among the filmmakers it was left unfinished until 1980, when it was finally completed and released under a different title.

I found it! "Leprechaun's Gold" from 1949! I remember this!
