Title: some surrealist foreign film.

I'm thinking of a movie with an opening sequence involving a fishbowl. It has some sort of academy that trains applicants to be man servants or possibly just adults. There was one scene that stuck out where everyone was in a room swaying from side to side which creaked the floor boards something terrible. IT was foreign, black and white, and very artsy. anybody know it?
