Title: I know this is way off topic but I need help with a title of a book.

I found a book when I was stationed in Bermuda. If I remember right the author and a Russian sounding name. I thought the title was, "The man who returned to the Sea." It was the story about a man who worked a chemical plant. The story starts out with him looking out his window at the pollution he sees as he get ready for work. While at work a valve blew and he had horrible burns and injuries. When he is able to go back to work, he builds a custom sub to explore the oceans. The sub is destroyed and he discovers that he can breath underwater. He ends up caught in a trawlers fishnet and they haul him on board. Please if you have read the story or know the title please contact me. I contacted Forest Ackerman several years ago and he thought it was by a Russian sc-fi author and it was a older short story call amphibian man. But it's not. I'm hoping that one of you guys can answer this.
