I've been looking for "The Great Scout and Cathouse Thursday" for a while now to no avail, but they say they have it, but don't say what media.

I don't think the website operator has a clue about what "public domain" means. I do believe he has researched and made sure none of the movies are currently in print, though.
"The Great Scout and Cathouse Thursday" is from 1976 and should still be under copyright. It has some marketable stars, so my guess is the copyright holder has gone MIA. Often the company that owns the rights will go bankrupt and dissolve, leaving a DVD release in limbo. Title: Re: Do ya remember cultrarare?
