What do they expect him to do, type up a strongly worded letter expressing his displeasure? Of course he's going to snap or bite. It's not like he's roaming the neighborhood attacking everyone he sees. Sheesh, what a group of utter morons. People like that only reaffirm my preference for dogs over most people.
