Darn that is one strong down.  I wonder how much this I'll cost the local police force.

It is nice that they are being so 'fair' about the dog's behaviour.  However I do find it a bit disturbing that they seem to think it would be just fine to send him off to 'the country'.  Excuse me?  Not in your backyard, is that it?  Riiight: send him out to a rural area where he can chew up tractor tires and livestock to his heart's content.  IF he decided a cow or goat or horse offended him (or heaven forbid a child!), and started tearing into one, the damage could be catastrophic long before they got him stopped.  This dog would have to be confined for everyone's safety (including his own), regardless of his surroundings.  Farmers in my area are authorized to shoot any dog that comes on their property as a threat to livestock and I bet that is pretty standard anywhere.
