Title: Movie about armored car heist by scuba divers

I was hoping someone could help me with this. It would be greatly appreciated. I saw this movie in the theater in the late sixties or early seventies when I was young. It involves some scuba divers who rob an armred car. One of the scuba divers has a heart attack during the heist and is left at the scene of the crime. The other diver puts the money in a water tight bag and attempts to attach it to the hull of an ocean liner. A clever plan, as it would get the money out of the country without detection. The cable he is using to attach the bag to the hull gets caught in the ship's screws and he is entangled in the cable, which pulls him into the propeller blades.
I also remember a scene earlier in the film where someone spies on a woman changing her clothes through a window or glass door. The peeping Tom leaves some beer cans behind (a real gentleman) which are later discovered by another male character.
The movie was in color. I searched for it by Google and on IMDB, but could not find any information. Any help would be appreciated.

Raiders from Beneath the Sea (1964). Rare flick, looks great.
