Title: Blue Eyed Prisoner "LOOK AT ME"

This movie might be from late 80's or 90's but definitely not after that.  It was a very strange movie but only because I saw bits and pieces of it late at nite.  I remember that it kept cutting between the present and the past and it had to do with a woman being seduced or tricked by some guy who she imagined rode a horse nude toward her.  But the main part of the film that i remember is there is a prisoner and he is wearing those white wigs like elizabethan or victorian era and he has really blue eyes, possibly the ones  without pigment and he was tapping the bars of his cell looking at either a guard or another prisoner and he started saying "hey, look at me" "look at me" and after each time he would tap the bars of his cell twice.  The other person kept saying "no no" and eventually gouged his own eyes out so he wouldnt have to look at the guy. 

I know its probably not a big part of the movie but any help would be awesome!

Could be Tobe Hoopers “Living Nightmares” (AKA Night Terrors, 1995), where Robert Englund plays the Marquis de Sade (and, between cuts, his descendant in modern times). Think the horse riding scene took place in Egypt.

Not a bad flick but concerning de Sades works, “Salò o le 120 giornate di Sodoma” (Pier Paolo Pasolini, 1975) was a masterpiece and infinitely better.
