Title: Early 90's, British, young adult WWII movie, perhaps?

I saw this movie sometime between the years of 1989-94. I was 8-14 years old and because of this I can only remember a few key points from the movie, and honestly I am not sure if all of these things are pertaining to the same film, nevertheless here it goes. It may have been broadcast on the early stages of Nickelodeon and it was usually shown around the holidays. I am pretty sure there was some sort of 1940's flying car, a giant rat, a woman that was kidnapped and a man that lived in a painting that played a flute. I want to think that it was called something like "The Magic Box" or "The Magic Flute", but searches for those titles have yielded no results. I have been searching for the name of the movie for years, if anyone has any clues, I would love to hear them. Thanks.
