I can see it being an art project. There's a lot of interest in the art community about the various issues that come with overcrowding and poor urban planning, so you see artists and more artistically-inclined architects looking at overlooked and alternate spaces to build houses, offices, etc. Plus, it demonstrates that people don't need a ton of luxuries or even space to be comfortable. At least, you don't if your hobbies and interests don't actually need a lot of space (more and more of them don't; if you're a bookworm, you don't need a bunch of bookshelves anymore since you can fit hundreds of books onto one slim electronic device. Or you can go to the library. Owning a physical book now is becoming more and more of a choice than a necessary part of loving books).
