Title: Unknown late 80's or 90's film

Ok I remember in the late 90's watching a film where there where these two detectives investigating these murders, a rookie detective and an older veteran detective. The movie was set it seem like in a futuristic world that was some what flooded. The elder detective ate nothing but chocolate and drank coffee in order to stay alert, because he believed the killer to be a monster or daemon of some sort, the younger detective thought him to be crazy, until he was actually attacked by this monster/ demon.

If anyone knows the title to this movie please help me, I cannot remember enough about it other than I thought it was a cool movie, and I'd like to watch it again

After reading the summary of it on Wikipedia that sounds like it, thanks guys this has been most helpful

Guys I just purchased Split second on DVD online, because I wanted to see it again I am eternally grateful because this has been plaguing me for around two years or so. I will try to help any one else find that movie they cannot remember, and by the way I love the site keep up the great work, and I will be a regular from now on :thumbup:
