Title: Futuristic cop with memory of dead woman?

Hey everyone! Thanks for providing this space to identify movies  :cheers:

I've been on the hunt for a movie I saw on Youtube ages ago. It's not Strange Days, Dark City, Blade Runner, et al. But it has a similar feel - though I'm not sure it's necessarily cyberpunk. I'm fairly certain it was a b movie, POSSIBLY an episode of some show, but I think the effects were too cool for a tv show.

Based on the CGI, it seemed like it was from the late 80s, maybe early 90s? The part I remember had a woman being chased and eventually murdered by a killer - then, come to find out, we are watching a "movie" through the eyes of a cop/detective who has the ability to see this 'memory'  though it's somehow implied that HE is possibly the killer! Any help on identifying this movie would be GREAT!

Maybe Scanner Cop?  Or one of the other SCANNERS films?

No, unfortunately not.

For somer reason I want to say the main guy looked like Peter Gabriel. Helpful, I know.

Maybe Trancers (1985) or Trancers II (1991)? I've seen the first one back in the '80s on cable ('80s cable was sooooooo awesome!) but I never saw the 2nd movie.

This is a bagillion year old thread, but I FINALLY found what I was hunting.

It's called Recon, and it stars Peter Gabriel. It was a student film, hence the ~10 min length.
