Title: Dystopian Science Fiction, late 80s, early 90s

Hi gang,

Was trying to recall this odd one. I would say I say it in either the last 80s or early 90s. It's science fiction with a totalitarian gov't trying to track down a man who has...something, that he needs to release into the water supply to free the people. I don't recall the film making much sense, but it was interesting. Another scene (and this might be the "ah ha!" moment) was there were 4 men in black driving in a car looking for the main character. The car was a convertible and the MIB were each rotating their heads back and forth in synch with each other. They weren't really looking where they were driving, or seemed to be using their eyes to see (I think they had sunglasses on) but the film scene switched to a primitive CGI graphic of the top down view of the car, and you could see rotating triangles the corresponded with what the MIB saw.

I recall the end where our hero managed to release this "dust" into the water supply, and the movie ended shortly there after, sort of implying he had freed humanity from its shackles.

I rented it, so it was probably direct to video, and the rest of the film was sort of equally bizarre. I thought at the time it was foreign, because it was so weird, but I don't recall dubbing or subtitles.

Help me Obi Wan, you're my only hope!
