I wasn't sure about including robot/mechanical heads, but as in these cases they're clearly in the movie for the 'talking head' shock effect, I' d say they qualify.

Yes, Nightmare on Elm St. 3 and 4 both have separate scenes with moving, disembodied heads. Part 3 with Freddy decapitating the mom after asking where the bourbon was (and the head chastises her daughter!), and Part 4 with the aforementioned screaming heads on the pizza.

That head doesn't seem to do very much, after it is hacked off. We really need living/resuscitated heads/brains. If we simply count beheadings, we'd be at 500 in an afternoon.

Only in case of emergency. It is a dream sequence, not an actual head.
I did consider the severed heads in the South African movies Laser Mission and The Most Dangerous Woman Alive / Lethal Woman but these either hang from the ceiling or are in glass bottles: they don't speak or move.
