I'm currently reading the apartheid censor chief's memoirs and he said that in 1976, a SA company came out with a range of men's underpants with rude messages on the front, such as I HAVE THE BALLS TO DO THIS and THIS IS A TOUGH NUT TO CRACK 

The other censors wanted them banned but the consensus was "Underpants are private matters and cannot be held to be obscene in any way"
