I was about to be upset because they were going to give him a ticket because he "might" have caused an accident, then I read "

I read this morning that Mr Lourenco will not be charged with anything but the guy that filmed him will be getting a speeding fine.

That sounds like the U.S.

He does seem to be wearing a helmet, but how much a helmet can protect your head, when you hit something at 68 m.p.h. headlong is debatable.
