let's see, movies with cgi worms in them:

if it was around 1997, tremors 2:  aftershock had just been released, with things that looked like this:





but it seriously sounds like a scene from the tremors tv series that briefly ran on the sci-fi channel...

It could be "Dune"... not the mini-series, but the David Lynch movie (http://www.imdb.com/title/tt0087182/)
although I think you already said 'no' to that one ¬¬

The only other movies I can think of are "Poltergeist II: The Other Side" (1986) and "Beetle Juice" (1988), but they could only fit if you're wrong about the desert...

Also, I think there were giant worms in "The Food Of The Gods", but since the rats are the main problem in there, I don't think that's the one...

I know it's not "Lair of the White Worm," as I've seen that film many times, but someone may want to check imdb.com under the keyword "giant worm." There are several films, besides "Lair of the White Worm," listed under that keyword.

If you mean "Spawn of the Slithis" there are no worm monsters in it.  It's a guy in a wetsuit that has mud smeared on it.  It also doesn't take place in the desert, it takes place in the seaside town of Venice, CA.

Python?? Alot of the huge CGI snakes in these types of films look like dinosaurs.

Galaxy Of Terror maybe?? Worm monster in this one...

I think your right,by gum! I went on a web search....all I could find was this link to the same trailer on some indepenent film production company website...doesn't look like the film was made.  I happened about the trailer while browsing on youtube...ah,well...! (heavy sigh....)

It's been a long time since I've seen it, so I don't recall the scenes mentioned. However, the listing posters show a bluish creature with a T-Rex like head. I do remember it being worm-like in form.

Isn't there a killer worm in Nymphoid Barbarian in Dinosaur Hell?  Of course, it's not CGI, but hey...

Alright, this took some serious research but I think I solved it:

First, it's not a movie but an episode of the television show, Sliders. Episode is titled "Paradise Lost."

Aired in '97 (that fits) and involves a giant GCI blue worm that acts very "Tremors"-ish and sucks people under the sand. It also wraps them up in goo to the walls (just as the poster mentioned).
