Laptops are very pilferable items.  I would bet that, quite often, these are being stolen by internal personnel.  I would not doubt that some are snatched when they are not being watched by the agents too.

Government Property STOLEN .... NO!

During the first Gulf conflict, a ARMY transport train had 2 HUMVEES stole off it from Fort Campbell which I lived near at the time. Army HUMVEES, stolen .... off a train! Just just have to shake you head. They never found them and from what I've seen there is not to much you can't get near an military base if you talk to the right people. More now since so much equipment is moving in and out all the time with the conflict in the middle east, as one guy said ... stuff gets lost.
If I had to guess I'd say most of those 160 laptops are a the homes of FBI agents, friends or relatives.

The VA has also recently lost another laptop with personnel data on it.  Last time my info was among the 25 million or so vet's taken when the laptop was stolen from an employee's house. I received a letter months later stating that my information probably hadn't been compromised.

The question about the laptops isn't so much that they're missing, but what is on them.

My mom who works for NYPD and is part of a Union had her records and I don't know how many others people  went missing recently. Health Info, Social Seurity etc. Nothing bad has happened yet but I hope it was not stolen.

I got that letter and every vet I know got that letter and oddly not a one of them's information was on that laptop according to the VA. I was down at the VFW and we had a good laugh that nobody know of a single vet that info was on the laptop in question. Needless to say, we all thought that letter smelled of BS.
Like the VA knows who's' information is where, please! Everytime I go to a VA office they can't find a simple form or where that simple form is at, better yet what information is on what laptop. The VA mean "Very Aggravating", "Very Annoying", amongst others.
