I'm fairly certain this was a European movie, I think it was Spanish.  Anyway, the movie is about these little rat men, maybe a foot tall, who eat people.  One thing I remember is one of these rat men biting a big piece out of someone's face.  And ... that's about it.

This has been on my "see this" list for a while.  How about "Ratman?"  No US release that I know of - yet.

The Rats are Coming, the Werewolves are Here doesn't really have any rats.  It does have a mouse who is killed on camera, and a bunch of boring people talking, then in the last five minutes some of them become werewolves and kill each other.  It's 1970s boring filmmaking at its worst, but has no rat men that I remember.  It is also on DVD now (double billed with something else)

You sure your thinking about the same film? That doesn't sound like something that would get a 7.0 on IMDb.

Now about the mystery film, Rat Man gets my vote.

Hmmm... I saw the user review say The Rats Are Coming! The Werewolves Are Here!, and though that it was the actual film The Rats Are Coming! The Werewolves Are Here!, not Izbavitelj.  D'oh!  I blame the IMDB site redesign!

Update:

I saw Rat Man and I'm not sure if that was it.  There was a scene where the rat man bit a piece out of someone's face, but I don't know.  It seems as if there were many rat-creatures in the movie I saw, though I may be confusing Rat Man with another movie we rented at the same time.  Who knows?  That's probably the best lead I'm going to get.

was it bleeders?
that roy dupis movie that came out in the early 90's. while its not about "rat" men per se, the critters in the movie were these inbred midget people who had stubby rat faces. if you catch the end of the movie theres bunch of those critters crawling around in a cave biting people in the face and legs. Hope that helps.

It wouldn't be this one, unless akiraturbo is wrong about the date of the film, as this one came out in 1996. There was a film with this title that came out in the '70's, it starred Burt Lancaster, Michael York, Nigel Davenport, Barbara Carrera, and Richard Basehart, but I don't remember any rat-guys in it.
