Dunno where the hell I've stumbled across it, but midget clowns, buxom teens and whippings can't possibly fail to be brilliant.

(Oh, and if there's a strict no-tits policy here, just let me know, and I'll take it down. Ain't that explicit, so I thought it would pass. Potential new-guy-mistake :P )

I did edit out the image, as the site is intended to be safe for people at work.

That scene is from "Kentucky Fried Movie."  It is part of the trailer for the facetious film "Catholic High School Girls in Trouble."

I should point out that the fellow named "Banned Porn Spammer" was posting and PMing pictures of a naked Asian man with a photoshopped male organ.  Most everybody seemed pretty relieved when they were removed.
