OK a long time ago in computer years, about 9 or 10+ years I had this little .exe program and was an flash like animation, I think it predated flash. It was this guy that was a suck up, a yes man. He sat across from a desk and said things like ...

You look FAN-tastic!
Did someone turn a light on or did you have another bright idea. (and he puts sun glasses on)
I'm just going to set here and bask in your glow.

stuff like that ...

It ran in a small window and he had on a suit and tie and was a square jawed looking character with black hair, sort of a brunette Johnny Bravo looking guy. 

I can not remember the name of it, and I'm sure I've got in around here somewhere, it was small enough to fit on a floppy, I think I had it on a 386 or 486. So if I have it, it's on a floppy, zip drive or one of a dozen or so old HHD somewhere. Does any one recall the name of this program or have you even heard of it? It made it's rounds a few years ago on the internet in emails and websites.

I THINK it was either (something)joe or joe(something) might have been bob, but I could be way off on either name even if a name was in it.

I got a friend who's a boss and thinks none of his employees like him (which is likely true) so I wanted to send him an employee that sucked up on his command.

Glad I could help. I have dozens of old shareware CDs collecting dust in my closet, so it's good know all the time I spend pouring over them wasn't for nothing.
