2 alien humanoid looking guys , one bad ( long blond hair ) , one good .

   If what i remember is true , than it was a battle between 2 alien guys that looked humanoid ( just some actors with long hair , the bad guy was blond ) and the good one dies in a car i remember with some light coming out of him . The bad guy was killing people and had a tool to suck something from their brains i think , some white liquid , maybe was sucking some blood too , that i dont remember for sure .
  My guess its a movie from late 80s , some action SF in a american metropolis . Any ideas ? :D thank u
