I remember seeing this between 87' - 91'.  I was a kid and I remember my dad renting horror movies and one he rented had this scene I never got out of my mind.  I guess b/c it was pretty disturbing to me. 

There was a scientist type of older man, he was wearing a lab coat and he was working on a dead dog or wolf, and he cut his finger on something that he used on the animal, he tried to wash his finger but he looked up in the mirror and all of a sudden he started growing all these disgusting bumps, his skin was bubbling and he of course was screaming, I even recall they were popping and oozing and he was falling down and If I remember his skin was melting off and he may have turned intro a werewolf or something.  That is all I remember.  Years back I rented every Howling movie and never found one with this scene. 

Please help me if this sounds familiar.  Thanks in advance.

It's been a while since I swung into this part of the Badmovies.Org forum, but you will be glad I did lovely_julie. That scene is from "GNAW: Food of the Gods II!" Besides the doctor having a meltdown, there are giant rats aplenty, and a giant toddler with a foul mouth and a bad attitude. LOL!

  I finally was able to buy this movie on Ebay and it was definitly the one with the scene I described.  Thanks again!
