Andrew is so right. 

Interesting commentary about a sad and disgusting story, particularly laying it at the Reagan / Bush doorstep.  I can understand Whitlock's frustration and comments, and I think his editors let him get away with it (if you will) because of his race, but he may perhaps be "jumping the gun," as he at first alludes (and I decided to keep that cliche for hopefully obvious reasons).  I recently relearned the need for quiet attention and sober reflection right here on this board.

I don't think the author himself was trying to blame Bush or Reagan, but criticizing his fellow blacks for their eagerness to blame ANYONE but their own culture for their problems. 

Right after Katrina, Fred of the www.fredoneverything.com had a commentary on the failure of urban blacks to assimilate into the mainstream of American culture.  It was entitled: "It Wasn't Supposed to be Like This".  It remains one of the best essays on the African American cultural crisis I have ever read.

Neither was I, though Whitlock simply mentioning names, like those two, implies much, certainly one thought being where black Americans may be laying blame.   

"Blame it on the Rain" on the other hand, seems to be a reference to MILLI VANILLI...  Wink

The blame lays within the black community itself and sadly there are painful few black leader pointing this out, Bill Cosby comes to mind, Jesse Jackson, Charlie Rangel and Al Sharpton do not.
Come to think of it even Chris Rock has said it's black community holding themselves down.

The following two videos are Bill Cosby on Meet the Press, about 6 minutes each will worth the watch.

I cannot speak for others, but when I hear the term "assimilation" in this context, I interpret it to mean "play by the same rules as everyone else."

We, as a society, have one common set of laws and social rules - and we SHOULD have one common set of values (according to sociological theory, without a common set of values, society cannot exist).  We value human life, have respect for the property of others and believe in taking care of our children.  These are areas that certain segments of the "black community" do NOT fit in - it is in this way that I think the term "assimilation" applies.
