The first movie I last saw somewhere in the 90's, and in the beginning it had a boy and a girl on a beach or island carving their initials on a sea turtle's shell. The let go of the sea turtle, and the boy leaves. He returns many years later as an adult searching for her. When he asks a guy at a store by telling him her name, the store owner shows him a statue of a monster and says this is her. Then his relatives act equally strange, when he asks them if they have seen her, and the woman says she thought she was an imaginary friend. Something like that.
 
In another scene long, after he has found her, a giant sea turtle with the carved initials is swimming in the ocean with glowing eyes and her eyes are glowing at the same. That is why I think shes a sea witch.

Any ideas?

Yep, BERMUDA DEPTHS.  I've seen it.  It stars a young Connie Selleca as the girl.  Kind of a weird fantasy new age version of JAWS.
