I remember renting this from the post video rental in Korea.  It was a z-grade movie from the early nineties.  I remember this piece of trash solely because it had  so much nudity and sex that I swear it was a softcore porno.

Basically, in the future, Los Angeles has been transformed into an island by a massive earthquake all the rich people live on the Island, all the poor people live crowded on the mainland.  Someone has been kidnapping street kids from the mainland and setting them loose in an underground maze to try and escape while rich kids watch them and decide if they live or die with a thumbs up/thumbs down.  This whole game was run by a crazy old man who would send his killer cyborg friend after the kids by talking into a tv remote.  The plot revolved around some private eye sent to find a missing girl.  In the end they escape, the cyborg reclaims his memory and massacres the rich kids. One scene that has stuck with me is the end when the hard boiled detective offers to buy a drink for the sole survivor.  Even though the boy is clearly underage, so much for responsible film making.

This film claims to have been made by New Horizons.  However, I cannot find an entry for it in the IMDB New Horizon's listing, perhaps they are trying to deny it's existence.  I personally just want the title as I have no intention of watching this travesty again.

Star Hunter was better than this piece of trash.

Thanks for trying but I know this is not what I saw.   I distinctly remember that everything about the film was Wretchedly early ninties.

I do not believe it is "The New Gladiators" either.  However, how about this one:

Aside from the nudity and sex the rest of your description sounds like a movie called DEATH GAMES from the Roger Corman Presents cable series.  It's video release, which may have contained more nudity and sex, was titled MORTAL CHALLENGE. It was released on the NEW CONCORDE label.
