Okay vaguely remember seeing on episode of a cartoon show back in the eighties (or possibly early nineties.)  From what I remember it was about a summer camp where the kids are mostly monsters.  There are two normal human children, one boy and one girl, and there's also another boy and girl but they're wizards (don't think they were the same characters, but not sure.)

Anyway, in this particular ep, several of the characters are standing in the front of the camp, waiting for a new arrival.  A bus pulls up, and we (but not the kids) see some purple slime ooze out of the bus's exhaust pipe.  The kids, thinking the kid isn't coming, leave after the bus takes off.  The ooze crawls along the ground and then forms a mouth and eyes.  Noting that the camp is holding elections for camp President the creature (who's name is Ooze) decides to get himself elected. 

He then proceeds to morph into various members of the camp, causing dissent and anger amongst the kids, all the while mentioning how Ooze is a great guy.  (For example, he tells the human children that the monsters were wanting to evict them from the camp, but Ooze stood up for them.)

At one point, the two wizard children get so angry at each other because of Ooze's manipulation they start attacking each other with spells, transforming one another into various forms.  Some other creature (can't recall what exactly) says to someone else, "You have to do something or they'll go on like this forever!" And someone (again can't remember who or what), turns the two back to normal and, as punishment, takes away their wands, rendering them powerless.

Finally at the end, the votes are counted and everyone voted for Ooze, even though no one's seen him.  Ooze then crawls up, morphs into a humanoid shape and says from now on they're going to do things the "Ooze way".  Just then a note arrives telling everyone to be wary of Ooze because he's a shape shifter and can imitate anyone.  The kids realize that all the problems they've had lately were because of Ooze and chase him out of the camp.

Anyway, dunno if this was a regular series or just had one ep before it got canceled...
