There was this movie I saw a real long time ago around probably 1996.  I don't know if it was a tv movie or not.

Basically it was about I believe two women(one of them might have been a little girl but i'm not sure) who are being chased by a gang in the ghetto and they get trapped inside a building with the gang surrounding it.  Sometime in the movie a black(i think?) guy from the gang starts to help the girls.  I remember in one part the girls are inside and all of a sudden they see police car lights and think it is the police but the guy helping them stops them and they see that it is the leader of the gang inside most likely a stolen police car.

I believe the leader of the gang was white and had kind of semi-long hair.  They were kind of just a street gang.

If anyone knows what I'm talking about please tell me the name.  I haven't seen or heard of this movie since I saw it on TV years ago.

The part with the gang bangers pretending to be cops sounds like part of Tresspass ... but that, of course, wasn't about a woman and a little girl.  Hmm.
