Amateurish, in general, is not a very good word for this film.
There are parts that are well done. Where it falls apart is that...well...there are parts, lots of them, but no cohesiveness to hold it together. This was basically a collection of slasher scenes.
Of the things that could be said of the killer in this, aside from no backstory or identity at all, is that he is the fastest son of a b***h to wield a knife. In order for him to have accomplished the murders he did, he would have had to be in two places at once.
The prank terrorist attack on the campus was well done and at least a little disturbing when I first saw this in the theatre when it was released (loses a lot over time).
The arrow catching scene is well done. I have slow-mo'd this scene several times and it looks quite effective any way you look at it.
The fight in the gym between the jock and the slasher is well done.
The slasher slaps the biggest guy on campus around like a ragdoll, catches arrows with his hands, and other feats; but it fails to make him very impressive as a slasher because...well...who the hell is he? He's just some plain looking guy who walks a lot and happens to kill people along the way.
There are well done...parts. The effort as a whole, though, is not good. That was too bad.
