I think the name of the song is "People Who Died."  I'm not sure who the singer/band is, I don't think it was anyone famous - a one-hit wonder.  Not the Sex Pistols.  It's on the "Basketball Diaries" soundtrack.  Close enough?

Sorry, RCMerchant, but those aren't quite the titles. #10 though is a bit of a trick, since it's kind of a novelty song from the '90s involving the Gregorians.

#2 is indeed "f**king Hostile" by Pantera.

#17 is "I Sit in Acid" by the Lords of Acid

#3 is correct, "Tears of a Clown" by Smokey Robinson

#11 is "Feel Good Hit of the Summer" by Queens of the Stone Age (Note: That first line is almost all of the lyrics in the entire song.)

#19 is "People Who Died" by the Jim Carroll Band, the guy who the movie The Basketball Diaries was actually about.

Round Two for me.  Most of these ended up being extremely easy. 

1.) At night I walk this stinkin' street past the crazies on my block.
2.) I just think of you and  I start to glow and I need your light and baby you know.
3.) Girl you're like a book with a page torn out.  You can turn a whisper to a shout. 
4.) I was working as a waitress in a cocktail bar, that much is true. 
5.) I'd kill myself for you, I'd kill you for myself. 
6.) get yourself cooler, lay yourself low  coincidental murder, with nothing to show
7.) The siren sings a Lonely song of all the Wants and hungers
8.) Wake up bloodshot eyes struggle to memorize the way it felt between your thighs.
9.) Darkness, imprisoning me, all that I see, absolute horror.
10.) The lesson now is don't give in, aim for a new tomorrow.
11.) Too high to get over, to low to get under, you're stuck in the middle and the pain is thunder.
12.) If I had my druthers, I'd screw a chimpanzee.
13.) So i tucked my hair up under my hat and I went in to ask him why.
14.) Now you're punching and your kicking and your shouting at me.  I'm relying on your common decency.
15.) Every now and then I get a little bit lonely and you never come around. 
16.) I made excuse for a million lies but all I got was humble kidney pie.
