Godfather II Question

Anyone feel up to settling a minor disagreement I had with someone regarding this movie? You don't EVEN want to know what the wager on it is, so answer carefully, lol.

Okay, intrepid souls and noble beasts, the point of disagreement concerned exactly why the man who was going to implicate the Corleone family before Congress suddenly changed his story 180 degrees when he saw his brother from Italy accompanying the Corleones to the hearings.

I had my theory, which I thought was the logical and accepted one shared by all, my friend had his own idea. In fairness I won't say what we each thought but what is everyone's take on why the man seeing his brother with the Corleones made him re-cant his would-be testimony?

Boy oh boy do I hope I'm right...
