Possibly "Thunder Run" from circa 1986 with Forrest Tucker?

It wouldn't be Thunder Run.  Aside from there being a truck, nothing else matches the description.

Well, "Prayer of the Rollerboys" has a lot of skating, and I believe some of them make a hit and run strike either from or back into a truck.  Maybe it could be the mystery film.  Ken Begg has a comprehensive recap review:

Unfortunately, it has been so long since this was posted we are not likely to get a yes or no from the OP.

Was it possibly

The Roller Blade Seven (1991)

Even Though It's From 91' I remember that Movie Containing Both Roller Blades And Motorcycles but I do Not Specifically Remember The Scene In Question. And then another Roller Blading action Movie you should check is

Rollerblade (1986)

Though All I Remember From This One Is Rollerblades and This Weird Cult Wearing Red Robes
