Dead Man it was, starring Johnny Depp.

The scene in question is a dead U.S. Marshall in an extinguished fire pit. The image above is referred to as looking like "one of them religious icons" right before an ornery cowboy crushes the poor fellow's skull with his boot.

You're right, it is a British film as seen in the uniforms. However it has an American star.
