Martial arts movie - punches through arm & head

I've seen the clip a few times here and there on the web, but I've never seen the whole movie. It appears to be a foreign martial arts film. The scene I'm referring to depicts a smaller Asian punching THROUGH his adversarys arm. They both throw punches at the same time and their fists meet knuckle to knuckle. The "hero's" fist pulverizes the other guy's arm up to the elbow. I mean, it was as if he punched a weak plastic bag full of ground beef. He then proceeds to give the guy an upper-cut to the chin, and his fist travels THROUGH the guys head as if a grenade went off inside his brain.

It would have been disgusting if it was not so ridiculously stupid! Any help with the name of the flick?
