Trying to remember a movie, probably from the '90s but possibly very late '80s.  A beauty pageant is being held in a high rise building, some terrorists take over the building and hold the girls hostage.  I think one of them is the daughter of a politician, and the terrorists figure they can blackmail the politician into agreeing to their terms.  The building is basically deserted except for the girls, the terrorists, and some blond girl who fills in for Bruce Willis.  She knows some Karate, and begins taking out the terrorists one at a time.  At one point I remember the politician shows up and refuses to do whatever the terrorists want him to do, therefore sacrificing his daughter, but blond Karate babe saves her.  If memory serves, the head terrorist dies a fairly spectacular death in the main entrance area of the building at the end.

Any ideas?
