This is from STILYAGI, a recent Russian musical/rock opera set in Soviet times that isn't going to be translated into English anytime soon.  This scene reminds me a bit of THE WALL, for some reason.  And that Commie Youth Party Comrade chick is pretty cute when she's being all totalitarian like that.
