This used to play all the time at the Lowe's where I worked, but I could never make out many of the lyrics.  All I've got is this, and I'm not sure this is actually what she's saying:

"... and I never see the sky, on a sunny afternoon ..." (possibly *Sunday* afternoon)

Yeah.

The singer is a woman who sounds a little like Bjork, but I am 99% sure it isn't Bjork.

well there was a band called The Sundays, who's singer sounded a lot like Bjork...

it could be The Sundays.  they were one of those groups who were good but also mellow enough to be played on soft rock

Actually, I seem to recall that The Sundays did put out a song called something like "Summertime" or "In The Summertime" around 1998 or so.
