I saw this movie years back (for some reason "the Ewoks" keeps ringing up) . Anyhow, it had this scene
of a kid that fell either through ice or in a pool, and when he tried to come up for air, there was a glass like
sheet over the water that wouldnt let him surface or breathe. I think there's a similar scene in "The Dead Zone"
but that's not the one I'm thinking.

A couple of names come to mind.  There's a scene like that in  The Good Son with a little girl ice skating and when she tries to come up she's stuck under the ice.  Also in The Legacy there's a scene with a swimming pool where a woman (I think, haven't seen it in a long time) is trapped in a swimming pool and there's a glass cover over the top and she drowns.

There's a scene like that in Damien, Omen 2.  It's at about the 45 second mark here.

Far fetched but since part of the description sates that it may or may not contain midgets in costume im going to say Legend. When tom cruise jumps into the lake after a ring that is thrown in he tries to come up for air but its blocked by ice.

The Ewok Adventure does have such a scene, which is why that would keep popping up.  The teenage kid (in a beige cover-all thing I think) touchs the surface of a pond and is sudenly underwater and unable to break the surface (beats on it as though it was solid).

The Ewoks lower a stick and it burns off, then they toss a vine, but it disintergrates. I believe Wicket's magic walking stick (of Doom) breaks the surface, and the furry little Endorians hall the kid out.

Wow this idea pops up in a bunch of movies. Perhaps its a common fear.
Ive had nightmares with a different common fear: That my steering wheel
 comes off and my brakes dont work. Strangely enough Ive seen the other
movies you mentioned but didnt remember they had that scene.

Jaer is correct. The film is the first of 2 ewok films that were relased. That one with the bit with kid underwater and wicket saves him is from the 1st one called THE CARAVAN OF COURAGE.
