I think they're both pretty good.  I'll say Robot Monster because of the "it was all a dream (or was it)" ending.

Aw,  man.  Thanks.  I've been saving that movie for my 46th birthday in July, and now I don't need to see the ending.

We ran them as a double-feature at the Boulder Theatre one year, to raise money for a live comedy show.  Really, what you are asking is an impossible quandry -- for every line of bad dialogue from Plan 9, you can find an offset equally bad line from Robot Monster.

My vote?  Watch them together as a double-feature.  They are extremely complimentary!!

I think ROBOT MONSTER is worse only because it isn't nearly as entertaining as PLAN 9.  I find ROBOT MONSTER to be mostly boring, while PLAN 9 is very funny.
